TECHNICAL ASSISTANCE PROGRAM INDONESIA – AUSTRALIA

I. Executive Summary
The Agriculture, Agroindustry and Environment Working Group (AAEWG-IMT-GT) in Phuket, Thailand on May 30-31 2008 fully agreed to establish The International Breeding Center for Cattle (IBCfC) in West Sumatra, Indonesia. In the field, West Sumatra Province has developed some methods to increase livestock technology and population such as through Artificial Insemination (AI), Transfer Embryo (TE), Sexing Spermatozoa X and Y, also fasilitation for making of breeder clubs in many districts. The International Breeding Center for Cattle (IBCfC) will provide some training for livestock management and post harvest processing of dairy and beef products and technical cooperation to accelerate growth of livestock population (feed, reproduction and animal health). The other purposes of the breeding center are as a research institution to develop biotechnology reproduction such as animal production and reproduction and then as facilitation board through providing of Incubation Business Center. In addition the breeding center also will provide cooperation within region of The IMT-GT for developing equipment and livestock program. To strengthen all components of the International Breeding Center for Cattle (IBCfC) in West Sumatra we need technical assistances from developed countries, especially Australia.
1.1 Objectives
 Mainly objective of the program are to support skill, knowledge and supporting facilities of West Sumatra in livestock production technology, livestock reproduction technology and animal health technology, especially for cattle.
 The Cattle Breeding Centre make close relationship with West Sumatra Livestock Reproduction Training Center and Animal Reproduction Development Center.
 For supporting regional livestock stakeholder workability, especially in IMT-GT Region to Implement the IMT- GT action plan that Indonesia as coordinator country to develop livestock production, reproduction and quality.
 To implement regional policy on provincial level that West Sumatra is host coordinator.
1.2 Mission
To Realize West Sumatra Province as The International Breeding Center for cattle within South East Asia through preparing of some continuing activities like technical training and cooperation, research on biotechnology and farmer supportive activities.
1.3 Keys to Success
 Since 1973 West Sumatra has introduced reproduction technology for developing of livestock. Artificial Insemination technology has been chosen as the first technology in implementation.
 In the other way since 1995 West Sumatra also has adopted embryo transfer technology to get pure Simmental genetic of cattle.
 Intensification rate of beef cattle management compare with cattle population in West Sumatra was about 30 %.
 Population were 4.5 million people over than 50% of them is agriculturist and about 700.000 heads of cattle and buffalos live here.
 Our husbandry men had implemented some livestock production technology like insemination technology, feeding technology, fattening beef technology and forage technology
 Several of training activities to improve skill of the reproduction human resources are : Artificial Insemination Training, Pregnancy Checking Training, Sterility Control Training.
 All of the training activities have been supported by others institution in West Sumatra like in Padang Mangatas Breeding Center and Diseases Investigation Center Region II (DIC) with accreditation (ISO 9002) for animal health fieldworker.
 The area will be offered for The Regional Cattle Breeding Centre of IMT-GT are about 300 acres, on 800 meter above the sea level.
 Artificial Insemination Centre, the name is TUAH SAKATO was built up on 2002, we started with import proven sire of simmental bull from Australia by central government.
 Today we had implement embryo transfer technology collaboration with National Embryo Transfer Centre. The result, we succesed with 25 heads of proven sire of pure Simmental bull for replacement and regeneration of the excellent cattle.
II. Products and Services Description
Through this program we hope The International Breeding Center for Cattle (IBCfC) of West Sumatra can prepare many products and services as below :
a) Increasing productivity and quality of beef cattle products, including cooperation in research, training and demonstration trial.
b) Joint Program to improve the abilities of small holder farmer and field technician.
c) Increasing export market access. Including cooperation in trade promotion and investment for post harvest processing infrastructures.
d) Halal and Organic Beef Production.
e) Livestock Reproduction Laboratory, Research and Training Center.
f) Animal Health Training Center
III. Strategy and Implementation
a) Short term implementation :
 Trade expo of agriculture products (agro and food expo )
 Exchange of animal reproduction technician and animal health experts (staff exchange program)
 Preparation of breeding centre facilities for international standard
b) Mid term implementation :
 Preparing the Regional/International Standard for Livestock Reproduction Training Program.
 Preparing the Regional/International Standard for Animal Health Training Program
 Farmer/husbandry men exchange program.
 Livestock supervisory exchange program
IV. CONCLUSION
To realize of the aims of building of The International Breeding Center for Cattle (IBCfC) in West Sumatra, so by this proposal the Government of West Sumatra Province hopefully can get Technical Assistance Program from the Australian Government through the Central Government of Indonesia. We will respectfully that we can be supported by both the Australian Government and the Central Government of Indonesia, so that all program of The International Breeding Center for Cattle (IBCfC) in West Sumatra hope to be running well.
